Manager, Oil & Gas Disclosure and Strategy (ASC 1.11)
The Organization
The Alberta Securities Commission (ASC) is a self funded regulatory agency responsible for administering the province's securities laws. It is entrusted to foster a fair and efficient capital market in Alberta and to protect investors. As a member of the Canadian Securities Administrators, the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.
Core Responsibilities
Reporting to the Director, Corporate Finance, the Manager, Oil & Gas Disclosure and Strategy will work closely with ASC senior management to set the strategic direction for the capital market regulation of Oil & Gas for Alberta Capital Market participants.
Specific Responsibilities
This role is accountable to:
• Set the strategic direction and priorities for regulatory activities regarding capital market regulation of Oil & Gas for Alberta Capital Market participants
• Manage a team of professionals that advises on the technical and operational aspects of public disclosure by oil and gas companies found in such documents such as prospectuses, news releases, and annual disclosures
• Show creative solutions regarding how the Oil & Gas Management Team can further its role of policy development and it’s communications with Alberta’s Oil & Gas sector
• Work closely with financial and legal professions to provide a complete understanding necessary for the regulation of oil and gas issuers and policy development
• Maintain an appropriate level of contact with the industry and on-going monitoring of current developments
• Be the voice of the ASC regarding Oil & Gas policy and regulations
• Provide advice to other Securities Commissions across Canada
• Play an important role in preserving the integrity of Alberta’s capital markets and protecting investors
Personal Characteristics
Experience and Qualifications
The successful candidate must have:
• Operations experience, technical knowledge of reserve evaluation and an understanding of the industry and the players
• A degree in Engineering, Geology, or related subject and be a registered professional with the Association of Professional Engineers, Geologists and Geophysicists of Alberta (APEGGA)
• Fifteen years of practical experience in the petroleum industry including management experience
• A sound understanding of evaluation practices and procedures as well as operations in general
• Detailed knowledge of oil and gas securities disclosure legislation would be an asset, but is not essential
• Experience in non-conventional reserves and resources evaluations such as oil sands mining and in situ bitumen production and coal bed methane extraction and in foreign evaluations incorporating production sharing contracts, and operating service contracts would enhance the candidates consideration for this position
• An advanced technical degree or MBA would be an asset
