REPORTS TO: Manager Technical Operations Group
DESCRIPTION OF BRANCH/GROUP/SECTION
The Technical Operations Group provides technical and operational expertise related to wells, pipelines, and surface facilities to internal and external stakeholders.
PURPOSE OF ROLE:
To ensure high quality regulation with respect to wells in Albertas oil and gas industry in order to support public safety, protection of the environment, and resource conservation.
To facilitate and promote the continued development of regulatory/technical expertise within the ERCB.
RESPONSIBILITIES/ DUTIES:
As a recognized authority, provide expert advice and guidance related to drilling, completion, stimulation, servicing, suspension, and abandonment of conventional and unconventional wells in the oil and gas industry
Provide advice and expert opinion to all levels within the ERCB, up to and including Senior Management and Board Members
Initiate and facilitate regulatory reform including reviewing, maintaining, and developing regulatory requirements related to wells
Provide mentorship to enhance the technical and professional development for all levels of staff, therefore, building our capacity to provide superior skills and knowledge to the organization
Provide direction to staff regarding potential exceptions, where warranted, to well construction and operational requirements
Identify and evaluate emerging technology, industry, and public trends relevant to the ERCBs regulatory mandate and develop appropriate proactive strategies to address these trends
As an ERCB technical expert, independently drafts, plans and manages critical programs and projects
Liaise with internal and external technical communities on wellbore issues
Represent the ERCB by preparing and presenting technical papers and presentations at conferences
QUALIFICATIONS:
Bachelor of Science degree in Engineering
Professional Engineer qualification (P.Eng.) with APEGGA
At least 20 years of directly related progressive experience
Must have extensive experience with drilling, completion, stimulation, servicing, suspension, and abandonment of wells
Significant experience with in-situ oilsands wells, coal bed methane wells, and storage caverns
Strong on-site well experience
Broad understanding of reservoir and geology issues
Exceptional interpersonal skills
Excellent communication skills; listening, written, and oral, are vital.
Comfortable in delivering presentations to large audiences and preparing reports
Proven ability to make informed balanced decisions in a timely manner
Demonstrated ability to be proactive in approach to solving problems and moving initiatives forward
Demonstrated capacity in delivering innovative and strategic thinking and solutions
Demonstrated flexibility and capacity to be open to new ideas
Ability to facilitate meaningful change by creating the environment, and providing the support required, to bring about change
A strong motivator who facilitates the development of others
A collaborative approach to building and maintaining highly productive teams
Project management experience
Demonstrated results oriented approach with the ability to identify opportunities for improvement and resolve complex issues.
